You can still open and edit projects that were created by using earlier versions of Expression Blend in Visual Studio 2005).
   • Install Visual Studio 2008, and install Silverlight 1.1 Tools Alpha for Visual Studio 2008. for developing managed (.NET) Silverlight-based applications.

Please do not confuse Expression Blend with Expression Blend 2. The second one is the only one with support for Silverlight.
